SARA At Risk? An Update On Forthcoming And Potential Changes To Interstate Online Reciprocity | ASU+GSV 2024

At the 2024 ASU+GSV Summit, Michael Goldstein moderated a discussion on the State Authorization Reciprocity Agreement (SARA). He was accompanied by Marianne Boeke of NC-SARA and Patrick Lane of WICHE.

The State Authorization Reciprocity Agreement (SARA) continues to be the subject of major regulatory efforts by the U.S. Department of Education, and the target of some who have long challenged its core premises. Forthcoming and proposed changes have important implications for the future shape of cross-border online higher education. As an agreement among 49 states, DC, Puerto Rico, and the U.S. Virgin Islands, over the past decade SARA has greatly facilitated – and reduced compliance burden and costs of – the delivery of online learning across state lines for over 2400 participating institutions. Join us as we review the potential implications of recent and potential federal rules – especially focused on the possible reimposition of significant state-level requirements in a conversation with two experts on the front lines of this long-running saga.
